The hand-off is where the work dies
Measure any operational process and the time is not in the steps. It is in the gaps between them, waiting for someone to notice it is their turn.
Instrument a procurement request end to end and the finding is always the same. The actual work, meaning checking the supplier, matching the receipt, approving the amount and filing the record, takes perhaps forty minutes of human attention. The process takes eleven days. The difference is entirely queue time.
Why gaps are invisible
Every individual in the chain is behaving reasonably. The request lands in an inbox alongside sixty others. It waits for a batch. It gets reassigned because the owner is on leave. Each delay is defensible in isolation, and nobody owns the sum. Process dashboards make this worse, because they typically measure the steps, the parts that were never the problem.
The organisational cost is not just latency. Long queues cause people to route around the process entirely, which is where most compliance failures start. The shadow process exists because the real one is too slow to use.
What removing hand-offs actually requires
The naive fix is faster notifications. This does not work; it converts queue time into interruption cost and people learn to ignore the notifications. The real fix is for the process to not need a hand-off at all, for the same system to carry the work from intake to completion, escalating only where policy genuinely requires a human judgment.
That is a higher bar than automation in the usual sense. It means handling the exceptions, not just the happy path. Most workflow tools automate the 70% of cases that were already fast and leave the 30% that caused the delay, which produces impressive-looking metrics and no change in cycle time.
Chase the tail
The measure worth watching is not average cycle time but the ninety-fifth percentile. Averages hide the cases where something sat for three weeks because it needed a document nobody chased. Those cases are where the money and the risk live, and they are almost always the ones a human never got around to.
A system that does not get bored is disproportionately valuable here. Not because it is clever, but because it will send the eleventh follow-up email with exactly the same diligence as the first.
